A city council’s development budget tells you more than any “this district is taking off” article, because it states where the money is actually going next year. Johor Bahru City Council (MBJB) has tabled a 2027 development budget of RM278 million, up about 10% year on year.
In one line: on 15 September 2026, Johor Housing and Local Government Committee chairman Mohd Jafni Md Shukor presented MBJB’s 2027 budget: RM278 million for development, allocated 19% roads, 18% beautification and landscaping, 17% flood management, 11% street and traffic lights, 10% sports and recreation, with 4% for smart CCTV and smart traffic lights and 3% for smart-city systems.
| Item | Share | Why a buyer should care |
|---|---|---|
| Roads | 19% | The largest single slice. Connections into the city centre and the newer districts decide your commute |
| Beautification and landscaping | 18% | Streetscape, greenery and parks — the Lido park sits in here |
| Flood management | 17% | Check this before you buy. The council is putting a sixth of its development budget here |
| Street and traffic lights | 11% | Night-time safety and footfall |
| Sports and recreation | 10% | Playing fields and recreational facilities |
| Smart CCTV and smart traffic lights | 4% | 500 smart CCTV units installed, with 2,000 more targeted for 2027 |
| Smart city and systems | 3% | Includes RM690,000 for the MyAduan Johor complaints system |
These are the shares as officially announced. They come to 82%; the allocation of the remaining 18% was not itemised on the occasion. This page does not guess at figures that were not given.
This park has travelled a long way on social media, with three things wrong.
One: it is not a “people’s mini park”. The official name is Taman Mini Bangsa Johor Pantai Lido. The operative phrase is Bangsa Johor, not Rakyat. “Taman Mini Rakyat Johor” appears in no official document.
Two: it is at Pantai Lido, not Teluk Danga. In Chinese-language coverage 金海湾 is Teluk Danga and 丽都 is Pantai Lido — two different stretches of waterfront, several kilometres apart. Putting both names in one phrase sends people to the wrong place.
Three: “completing July 2028” was never published. That date appears in no official statement. All the budget contains for this park is the RM4.7 million and the fact that it sits in the 2027 development budget. No completion date, no land area, no list of facilities.
Separately, and on the same waterfront: in January 2024 the Menteri Besar said 170 parking bays would be built on the open land at Pantai Lido opposite Hospital Sultanah Aminah, in partnership with Tropicana. Whether that uses the same plot as the park has not been addressed officially.
Readers often confuse the Lido project with Taman Awam Teluk Danga, which is built and operating:
The council is putting a sixth of its development budget into flood management, and a buyer should treat that as a signal. Flood history is something you have to check yourself — a developer will not raise it, and an agent may not know. It belongs with the title, the maintenance fee and the delivery date on the list of things to settle before signing, which is set out in what to understand before buying in Malaysia.

RM278 million, up about 10% year on year, presented on 15 September 2026 by Johor Housing and Local Government Committee chairman Mohd Jafni Md Shukor at MBJB’s 2027 budget session.
Its official name is Taman Mini Bangsa Johor Pantai Lido, with an allocation of RM4.7 million in MBJB’s 2027 development budget. No completion date has been published — the “July 2028” date circulating online appears in no official statement. The land area and facility list have not been published either.
No. Teluk Danga (金海湾) and Pantai Lido (丽都) are two different points on the Johor Bahru waterfront. The Teluk Danga park opened on 29 May 2026; the Lido one is still at the budget stage.
Free for Malaysians, RM20 per foreign national. Open daily from 7am to 11pm, last entry 10.30pm. It covers 5.7 acres and was built by MBJB.
Because it states where the money is actually going. In the 2027 budget that is roads 19%, beautification 18% and flood management 17% — and flooding, taking a sixth of the budget, is something a buyer should be checking on any property they view.
