Budget 2027 and Johor Bahru property: all six measures checked line by line — and where serviced apartments now stand

Budget 2027 is not a property budget. Across the whole speech, foreign buyers, real property gains tax and MM2H are not mentioned once. Six measures do touch Johor Bahru directly, and on one of them a lot of agents are quoting the wrong rule. This page checks each one back against the paragraph in the official speech.

In one line: tabled 9 October 2026, total RM459.8 billion (Ministry of Finance, up 3.6% year on year), development expenditure RM83.0 billion. The six items that touch Johor Bahru property: a wider first-home stamp duty band, RM20 billion of SJKP loan guarantees, RM132 billion of investment in the JS-SEZ, 45,000 jobs at Nexus Sedenak, e-ART confirmed as the Johor Bahru traffic solution, and no change at all for foreign buyers.

The big numbers first

Item Budget 2027 Note
Total allocation RM459.8 billion Ministry of Finance: up 3.6% year on year
Development expenditure RM83.0 billion Operating expenditure RM376.8 billion, up 3.8%
2027 growth forecast 4.2% – 5.2% The 2026 forecast is 4.8% – 5.3%
Minimum wage RM1,700 → RM2,000 From June 2027, benefiting more than 4 million employees
Personal income tax Two bands cut by 1 percentage point each RM70,001–100,000 from 19% to 18%; RM100,001–150,000 from 25% to 24%
Individual and dependent relief RM9,000 → RM12,000 From year of assessment 2027
STR and SARA cash aid RM16 billion RM15 billion in 2026
National grid TNB to invest RM15 billion To meet continued growth in electricity demand
Housing allocation Close to RM1 billion Rumah Mesra Rakyat and Program Residensi Rakyat; one of four new sites is in Kulai, Johor

The minimum wage line is widely misquoted: micro, small and medium enterprises with annual sales below RM50 million are exempted, not deferred. The word in the speech is exempted, and no end date or review date is attached to it.

Measure ①: first-home stamp duty, from RM500k up to RM750k

For a first home up to RM500,000, stamp duty on both the loan agreement and the transfer is fully exempt. From RM500,001 to RM750,000, the first RM500,000 is exempt and the balance is charged at half rate. It applies to sale and purchase agreements signed between 1 January 2027 and 31 December 2030.

The band table, what you actually save, and why the signing date matters more than the price are set out in Budget 2027 first-home stamp duty: free below RM500k, half rate to RM750k — your signing date decides, so they are not repeated here.

The budget tax appendix states the measure is for Malaysian citizens.

Measure ②: SJKP loan guarantees raised to RM20 billion

The Housing Credit Guarantee Scheme (SJKP) will provide up to RM20 billion in home loan guarantees, aiming to help 80,000 first-time buyers into a first home, especially the self-employed without fixed income. Separately, Bank Simpanan Nasional and Agrobank are allocating RM270 million for gig workers to start a business or buy a first home.

For Johor Bahru the effect is indirect: more people clear the loan, so more first-time buyers enter the market. The measure is not region-specific and is not aimed at units in the checkpoint corridor.

Measure ③: RM132 billion into the JS-SEZ, master plan due by year end

Paragraph 146 of the speech: between 2025 and June 2026 the Johor-Singapore Special Economic Zone recorded RM132 billion of investment. The Prime Minister said he and Singapore Prime Minister Lawrence Wong will launch the zone master plan and blue book before the end of this year.

Companies arriving hire people, and people who are hired need somewhere to live — renting first, buying later. That sequence is ordinary, but nobody has published a timeline for it and this page does not invent one. Where Johor's industrial projects actually land and how many people they hire is set out in Johor's 83 projects and RM167.4 billion: 200,000 more jobs by 2030.

Measure ④: Nexus Sedenak, RM12 billion potential investment and 45,000 jobs

The same paragraph names Nexus Sedenak as a new industrial node in the northern part of the JS-SEZ, with RM12 billion of potential investment and 45,000 jobs. Link roads around the Sedenak interchange will be upgraded.

The speech says northern JS-SEZ and does not say Kulai. Sedenak sits inside the Kulai district geographically, but that comes from reading a map rather than from the speech, so this page follows the speech.

Those 45,000 jobs land in the north of the zone, so what they lift first is that area — not the checkpoint corridor. If someone is using Nexus Sedenak as the reason a project near the CIQ costs more, those are two different things. The data centre article makes the same point: to judge whether an area is worth buying into, look at how many people move through it in a day.

Measure ⑤: e-ART confirmed for Johor Bahru traffic, more buses before the RTS opens

Paragraph 37 of the speech: the government has made easing Johor Bahru's traffic congestion a top priority and has agreed on e-ART (elevated autonomous rapid transit) as the main solution.

The speech publishes no allocation, no alignment and no timeline. Separately, Transport Minister Anthony Loke said on 2 July 2026 that the project is expected to be completed about four years after the letter of award is issued, with terms still under negotiation. The cost figures circulating online have no official source and are not repeated here.

The interim arrangements before the RTS opens are spelled out specifically: more local bus routes, higher frequencies on buses and KTM Komuter, and GrabShuttle at busy locations.

Measure ⑥: foreign buyers are not mentioned once in the whole speech

This one is good news by omission. Budget 2026 raised transfer stamp duty for foreign-national buyers from 4% to a flat 8%, which landed hard at the time. In the Budget 2027 speech, foreign property purchases, real property gains tax and MM2H all fail to appear.

That is after searching the full speech twice; there is no related item in the official tax appendix either.

Item Foreign nationality Malaysian citizen
Transfer stamp duty (MOT) Flat 8% Tiered, 1% – 4%
RPGT, years 1 to 5 30% 30% → 20% → 15% (falling by year)
RPGT, year 6 onward 10% 0%

The two rules treat permanent residents in opposite ways. The flat 8% does not apply to permanent residents, who are charged on the citizen tiers; for RPGT, permanent residents sit in the same group as citizens. The 8% comes from the Finance Act 2025 (Act 874), gazetted 31 December 2025 and in force from 1 January 2026.

Do serviced apartments count? The law has already moved

This is the section worth reading, because serviced apartments are what the Johor Bahru checkpoint corridor sells most of — and the version doing the rounds is out of date.

The old line is that the first-home stamp duty exemption excludes serviced apartments. That held, but its source is usually quoted wrongly: it is not in the exemption orders.

Document What it says
The two 2021 exemption orders
P.U.(A) 53/2021, 54/2021
Define residential property as a house, condominium unit, apartment or flat. The orders themselves do not expressly exclude serviced apartments.
The Inland Revenue Board's statutory declaration template
LHDN.AG.600-20/5/11
Paragraph 4 asks the buyer to declare the home excludes SOHO, SOFO, SOVO and service apartment. That is where the exclusion actually lives — a buyer who cannot sign it cannot use the exemption.
Finance Act 2025 (Act 874)
In force 1 January 2026
The definition of residential property inserted into section 2 of the Stamp Act expressly includes service apartment and small office home office.
Malaysian Bar Circular 128/2026
16 April 2026
States the Board's templates are not law and that statute prevails where they conflict; the Bar has written to the Board asking for the template to be amended.
Budget 2027 tax appendix 16 Imposes no property-type restriction at all — only Malaysian citizenship and the price caps.

So where this actually stands: the statutory definition now counts a serviced apartment as residential, and the Bar has already written asking the Board to change its form — but the declaration you have to sign has not been changed yet, and the 2027 exemption order has still not been gazetted.

Do not treat either side as settled: not that serviced apartments are certainly out, and not that they are already in. What counts is the gazetted order, plus whether the Board's form has been updated.

Is the unit you are looking at a serviced apartment or a residential title? And which side of 1 January 2027 does your signing date fall on? Those two things decide whether you get this exemption. Send me the project and your situation and I will check the date and the title against each other — and when the order is gazetted I will come back and update this page.

Three things to keep in view

  • Next year's growth forecast is slower than this year's. 4.2% to 5.2% for 2027, against 4.8% to 5.3% for 2026. Still growth, just slower.
  • This is not a property budget. Unsold residential stock is not addressed. The budget sets a direction; which unit to buy is still your own call.
  • The top income band is actually a tax increase. The threshold for the 30% top rate drops from above RM2 million to above RM1 million. The two 1-point cuts are good news, but this belongs in the same calculation.

Three kinds of buyer, and what each should read first

You are Read this first
Singaporean or another foreign nationality Your costs did not move by one sen; the 8% and RPGT are unchanged. What to watch is transport: e-ART is confirmed, and buses and KTM are being added before the RTS opens. The projects you can walk to the checkpoint from feel that most directly.
A Malaysian buying a first home Two things: whether the title is residential or serviced apartment, and the date on the sale and purchase agreement. Signed before 1 January 2027 and this round's wider band does not reach you.
Buying a serviced apartment Run your numbers without the stamp duty exemption and treat it as a bonus if it comes. What to study is the RTS, the tenant profile and the management terms.

Common questions

What does Budget 2027 do for someone buying a home?

Mainly two things: the first-home stamp duty band widens from RM500,000 to RM750,000 (for sale and purchase agreements signed between 1 January 2027 and 31 December 2030), and SJKP loan guarantees rise to RM20 billion with a target of helping 80,000 first-time buyers. For Johor Bahru there is also RM132 billion of JS-SEZ investment, 45,000 jobs at Nexus Sedenak, and e-ART confirmed as the traffic solution.

Can a serviced apartment use the first-home stamp duty exemption?

Not certain yet. The 2021 exemption orders do not themselves exclude serviced apartments; the exclusion sits in the statutory declaration template the Inland Revenue Board asks buyers to sign. But the Finance Act 2025 has written service apartment and SOHO into the Stamp Act's definition of residential property, and in April 2026 the Malaysian Bar wrote to the Board asking for the template to be amended. The 2027 exemption order has not been gazetted, so confirm before you sign.

Did this budget raise taxes on foreign buyers?

No. The speech does not mention foreign property purchases, real property gains tax or MM2H at all. Transfer stamp duty for foreign-national buyers stays at a flat 8% (not applicable to permanent residents), and RPGT stays at 30% for the first five years and 10% from year six.

When will e-ART be built?

The budget publishes no allocation, alignment or timeline. Separately, the Transport Minister said on 2 July 2026 that completion is expected about four years after the letter of award, with terms still under negotiation. The cost figures circulating online have no official source.

Does every company have to pay the RM2,000 minimum wage?

No. It takes effect in June 2027 and benefits more than 4 million employees, but micro, small and medium enterprises with annual sales below RM50 million are exempted. The speech says exempted, not deferred, and sets no end date.
