Developer R&F Development
R&F Princess Cove Phase 2, marketed as Seine Region, is the second residential phase of R&F Development Sdn Bhd's 116-acre reclaimed-land masterplan at the southern tip of Tanjung Puteri, directly across the Straits of Johor from Singapore. The masterplan follows a HOPSCA concept — hotel, office, park, shopping mall, clubhouse and apartments — and already contains R&F Mall, the Permaisuri Zarith Sofiah Opera House, R&F Marina Place and a marina. Phase 2 sits on 8.9 acres by the developer's own product table and is freehold on a commercial title.
The phase comprises nine residential towers of 49 storeys. Levels 1 to 7 hold the tower entrances, car park, commercial space and duplex units; level 8 is the clubhouse; levels 9 to 49 are residential. Unit counts differ between sources: R&F's own materials say 3,584 units, while the advertising permit, iProperty and The Edge all record 3,724. Layouts run from a 468 sqft studio to a 1,471 sqft four-bedroom, with dual-key options in between. Handover began in late April 2024, roughly 1,700 units had been delivered by October 2024, and the register records the project as 100% built with a Certificate of Completion and Compliance.
Because the phase is finished, there is no current developer price list and the advertising permit expired on 5 May 2024. The band filed on that permit was RM549,626 to RM2,459,045. Anything quoted today is a resale asking price. Connectivity is the phase's defining physical feature: a resident link bridge runs from Phase 2 into R&F Mall in Phase 1, and from there a 650-metre covered pedestrian bridge runs into the Johor Bahru CIQ complex, beside which the RTS Link Bukit Chagar terminal station is being built.
This building is complete and the developer has no stock left, so the figure below is not a developer price — it is what the market is currently at. A market figure is not a transacted price.
Within the same building the floor, the facing, the renovation and how motivated the owner is can move the price a long way. Tell me and I will show you what is actually on the market and at what price.
9 layout types in all.
These are the particulars the developer filed with the housing ministry and had approved before it could advertise. A brochure can be reprinted; this cannot.
